With over 20 years of experience handling complex litigation, Gary M. Carter Jr. leads Carter with the knowledge and leadership that have earned him recognition in both the legal and public sectors.
Gary’s legal career spans more than two decades, with significant experience in high-stakes commercial litigation and trial work. His expertise includes five years as a products liability associate at a major New Orleans law firm, eight years as in-house senior counsel for a Fortune 250 Corporation, as a trial lawyer, and serving as a partner at a prominent US energy firm. He also serves as appellate counsel and represents clients in commercial and healthcare arbitrations.
In addition to his legal practice, Gary is a Member of the Louisiana State Senate, representing District 7, serving the Westbank of Orleans and Jefferson Parishes, and the Eastbank of Plaquemines Parish. He also served in the Louisiana House of Representatives, where he represented District 102, encompassing the Westbank of Orleans Parish.
Gary currently serves as the Vice Chairman of the Senate Transportation, Highways and Public Works Committee. Throughout his political career, Gary has held leadership roles such as Vice Chairman of the Appropriations Committee and Chairman of the Subcommittee on Minority, Female, and Veteran-Owned Enterprises. His unique blend of legal and legislative experience gives the firm a distinct advantage when representing clients in complex legal matters.
Gary holds a bachelor’s degree in political science from Xavier University and earned his law degree from Tulane Law School.
Jessica Chapman is an experienced attorney with a diverse and distinguished career spanning 20 years. A proud graduate of Louisiana State University, Jessica earned a Bachelor’s degree in Mass Communications in 2004, graduating cum laude. She then continued her studies at LSU’s Law School, where she graduated in 2007 in the top 25% of the class with a Juris Doctor degree and a Bachelor’s in Civil Law.
Jessica's legal career has spanned multiple sectors, starting with five years as an Assistant Attorney General at the Louisiana Attorney General’s Office. During this time, she honed skills in general liability litigation, advocating for the state in a variety of complex matters. Following that, Jessica spent five years focusing on title insurance and curative litigation, gaining deep expertise in property law and dispute resolution.
For the past seven years, Jessica has served as in-house litigation counsel for a major health insurance payor, where she had been instrumental in navigating the intricate legal landscape of payor-provider disputes and commercial litigation.
In addition to a successful legal career, Jessica is committed to giving back to the community. A dedicated member of St. George Catholic Church, she is a volunteer at St. George Catholic School and St. Joseph’s Academy, actively contributing to local education initiatives. Jessica is also a volunteer for the National Charity League.

Sierra Ambrose is an associate attorney with primary practice areas in civil and commercial litigation, real estate transactions, and alternative dispute resolution. A native of Louisiana, she is dedicated to representing individuals and businesses in complex civil matters throughout the state.
Sierra earned her J.D. from Loyola University New Orleans College of Law, where she distinguished herself in trial advocacy, winning the Fall 2020 Trial Advocacy Competition and serving as a member of the moot court. She also holds a B.A. in Political Science from Loyola University, where she served as Student Government President-elect.
She is admitted to practice in Louisiana state and federal courts and the U.S. Court of Appeals for the Fifth Circuit. Prior to Carter, she clerked for Judge Sidney H. Cates, IV, and interned for Judge Omar K. Marson at the Orleans Parish Civil District Court. She is a member of the American Inns of Court, Federal Bar Association, DRI, Louis A. Martinet Legal Society, and Delta Sigma Theta Sorority, Inc.
